Why do Territories vote in the Primaries but not for the Electoral College?

Every election year in the United States, several million people under American rule are left out of having a say in indirectly electing their President. They are the people of Puerto Rico, American Virgin islands, Northern Mariana island, Guam and American Samoa. They are able to vote in the Presidental primaries and National Conventions but not in the Presidental election itself. Why is this, The District of Columbia got the vote why not the other territories? Has there be any movement to change this?

Primaries are Party functions and they allow the territories to have a voice.

General elections are Constitutional affairs so territories can’t vote.
